Saiyan: A saiyan can transform into a super saiyan, or if you are a super saiyan, you can reach a higher, better stage. Some examples of saiyans that can transform are Goku, Vegeta, Gohan, Brolly, Trunks, and Goten.

Freeza: Freeza is another character that can transform. Freeza has 4 stages, each one of them better and stronger as he transforms. Freeza's final form may make him look like he isn't strong, but he put up a great fight against Goku, but lost.

Cell: Now I know some of you will say that Cell doesn't transform because he needs to absorb another person or android to transform ex. Androids 17 & 18. BUT, when Cell blows up King Kai's planet, and kills Goku, along with King Kai and his friends, he transformed from his second stage (the stage where he absorbs #17) to his Final stage (the stage where he absorbed #17, & #18) without absorbing anyone! Therefore, Cell can also transform.
