He is a member of the bars of Pennsylvania and the District of Columbia.

He holds a B.A. in Government from Ohio University, an M.A. in Political Science with a specialization in Public Administration from Ohio University, and a J.D. in Law from the University of Toledo College of Law. He has also participated in the Minority Business Executive Program at Dartmouth College.

Mr. Brown has always been a key member of his community and has belonged to several Chambers of Commerce (including DC Chamber, Harrisburg (Pa), York (Pa), Central Jersey (NJ), Princeton (NJ), and Newark (NJ), he has served as a Rotarian (Plainfield and Princeton, NJ), member of the NAACP, the Urban League, and a member of the Board of Directors of a number of
