Schools Chancellor Joel I. Klein today welcomed four new charter schools that the New York State Board of Regents has approved to open in New York City next fall. The four new schools are Achievement First Endeavor Charter School, Hyde Leadership Charter School, International Leadership Charter School, and Ross Global Academy Charter School. Todays approval marks the latest achievement in the New York City Department of Education (DOEs) unprecedented efforts to create new charter schools and provide more high-quality educational options for children throughout the City.
The four charters approved today, however, also fill the final four slots remaining for schools recommended by the Chancellor and the State Education Department. The New York State Board of Regents cannot approve any additional schools recommended by the Chancellor and the State Education Department due to a legislative cap, which Chancellor Klein today yet again urged the State to remove and which limits the number of charter schools that may be created in New York State. As a result, two high-quality schools recommended by the Chancellor and considered by the Board of Regents were not approved today, denying the children of New York City much-needed educational options.
While we are pleased that four more outstanding options will be available to parents and students next fall, we are very disappointed that New York City families are being denied additional high-quality schools due to the State cap, Chancellor Klein said. Since the charter law was passed in 1998, families in our City have benefited tremendously from charter schools. The cap is now a real and concrete limitation, preventing the approval and opening of these schools, and the State must remove it. We must continue to make these educational options available throughout the City our children need and deserve it.
The Mayor and Chancellor have consistently called for the lifting of the States charter school cap, and recently called for Mayoral authority to issue charters, in order to expand high-quality educational opportunities for children throughout the City. Since the DOE announced its charter school initiative in October 2003, 24 (out of a total of 47) charter schools currently operating in New York City have been created, providing academically rigorous options for students. The four charter schools approved today will join nine other charters already approved to open in September 2006.
Achievement First Endeavor Charter School will serve 75 students in fifth grade in its first year and will expand to serve 300 students in grades 5-8 during the term of its first charter ultimately, the school will serve grades K-12. The school will provide students with a structured, college-focused environment developed at Amistad Academy, a charter school in New Haven, and also utilized in East New York and Crown Heights.
Hyde Leadership Charter School will serve 220 students in kindergarten and the sixth grade in its first year and will expand to serve approximately 904 students in grades K-4 and 6-10 during the term of its first charter ultimately, the school will serve students in grades K-12. The school will provide students with a high-quality education focusing on character development and will include an intensive parental education component.
International Leadership Charter School will serve approximately 88 students in ninth grade in its first year and will ultimately expand to serve approximately 352 students in grades 9-12 at full capacity. The school will provide students with a top-rate education in international studies while promoting active engagement in community service.
Ross Global Academy Charter School will serve 180 students in kindergarten and grades 1, 5, 6, and 9 in its first year and will ultimately expand to serve approximately 500 students in grades K-12 at full capacity. The school will provide students with a solid foundation in literacy and mathematics through an interdisciplinary curriculum and will benefit from partnerships with the Ross Institute and New York University.
